If the author instance tries to publish content to a public instance missing a valid license you will see the following in the log: 

info.magnolia.module.exchangetransactional.TransactionalSyndicator – Non EE subscriber detected.
info.magnolia.cms.exchange.ExchangeException: Non EE subscriber detected.
