In the Community Edition, you can only create and use one site.

In DX Core, the number of sites that can be used is defined by the number of licenses purchased.

(warning) The former Enterprise Edition Standard license, which former Enterprise licenses used in pre-6.1 Magnolia releases allowed using the enterprise features but with only one site, is Enterprise editions are not compatible with Magnolia 6.1, so none of the DX Core features will work. The holders of this license those licenses are required to request new licenses for DX Core.
