Without the ACP module, cache is bypassed for any content that has variants. The Personalization module changes  changes cache configuration during installation. It creates a /modules/cache/config/contentCaching/defaultPageCache/cachePolicy/ttlVoters/PersonalizedContentTtlVoter@class property and sets it to info.magnolia.personalization.cache.PersonalizedContentTtlVoter.
